Translates to "a call to return", but often referred to as "open arms" by English speakers. Chieu Hoi was a pacification program introduced by President Diem
in 1963 that sought to weaken the enemy by encouraging VC
personnel to defect to the GVN side. The returnees (Hoi Chanh) were used as a source of intelligence information before receiving political indoctrination, training and employment assistance.
