HES
Introduced in January 1967, the Hamlet Evaluation System was an attempt to statistically assess rural security and development in Vietnam.
MACV advisors completed monthly worksheets, rating hamlets using 18 equally weighted indicators. Used as a barometer for the
pacification effort, the HES was criticised by some as being indicative of MACVs excessive reliance on statistical measures of progress.
