Counter Insurgency Plan. The CIP was a U.S. aid package that offered
President Diem money to increase the size of Vietnam’s Army and Civil Guard in exchange for him broadening his government, streamlining the military chain of command and agreeing a national strategy to defeat the
Viet Cong. Negotiations on the CIP began in 1961 and though the original plan was revised and expanded, it was ultimately superseded by the
Strategic Hamlet Program.
